Secure Data Migration in a HIPAA/HITECH Environment

Case Study: Secure Data Migration in a HIPAA/HITECH Environment — FinPay LLC
Client: FinPay LLC Engagement type: Regulated data migration Services: HIPAA/HITECH-compliant data migration, PII sanitization, DevOps collaboration
Background
Dominion Solutions' relationship with FinPay began before the company was a client. Our founder had previously served as FinPay's Director of Software Engineering, leading a rebuild of a legacy system that was failing under its own weight. That effort included consolidating FinPay's technology stack, moving off a specialty language in favor of a more broadly supported, easier-to-staff platform, a decision that cut both onboarding time and long-term maintenance cost.
That history gave Dominion a rare advantage when FinPay came back with a new challenge: nobody understood the shape of FinPay's legacy data, or the stakes of handling it correctly, better than we did.
The Challenge
FinPay needed to migrate sensitive production data out of its legacy system and into a modern environment, without compromising patient or client privacy and without violating HIPAA or HITECH requirements at any point in the process. Real PII had to move from a live, regulated source system into new infrastructure, while lower environments used for development and testing needed realistic but fully sanitized data.
This is unforgiving work. A single mishandled export, an unmasked field left in a staging database, or a gap in the chain of custody can turn into a reportable breach. The margin for error is effectively zero.
Our Approach
Dominion Solutions was engaged directly for the migration, working in close coordination with FinPay's DevOps team and HIPAA compliance officer from day one. That partnership shaped every part of the process:
- Compliance-first design. Every step of the migration was mapped against HIPAA and HITECH requirements before any data moved, with the compliance officer signing off on the approach up front rather than auditing after the fact.
- Separation of regulated and non-regulated data paths. Production PII was migrated through a controlled, access-restricted pipeline, while a parallel sanitization process generated de-identified datasets for development and QA environments, preserving realistic data shapes without exposing real identities.
- Close DevOps integration. Working hand-in-hand with FinPay's DevOps team meant the migration tooling fit their existing infrastructure and monitoring, rather than introducing a separate, harder-to-audit process.
The Outcome
The migration moved FinPay's regulated production data to its new environment with the integrity of its PII protections intact throughout, while giving engineering teams sanitized, workable data in every lower environment. FinPay's compliance officer had visibility and sign-off at each stage, and the DevOps team inherited a process that fit cleanly into how they already worked.
Because Dominion Solutions maintains HIPAA-compliance-level insurance and infrastructure as a baseline across its practice, engagements like this one aren't a special case; they're the standard we build to.
